Employee Benefit Solutions (EBS) is an independent insurance brokerage in Cadillac, Michigan, established in 2003 — group health for employers, individual health, and Medicare, serving the entire lower peninsula. On the employer side we specialize in small groups, working as agent of record for private businesses, cities, villages, and schools — handling plan selection, renewals, and the compliance work that surrounds them, including the PA 152 cap analysis behind the resource library on this site. We are paid by the carriers through standard commissions, which is why the compliance work we do for clients carries no fee.
Group health for employers. Fully insured and level-funded options, Bridge Group GAP options, HRAs, FSAs, HSAs, and various creative plan designs to fit the coverages and premiums that work for each employer. For our public-sector clients — cities, villages, and schools — the group work comes bundled with the compliance layer PA 152 demands: we run the cap math against your census at every renewal, tell your board which of the statutory paths your numbers actually favor, track the vote deadline against your coverage year, and deliver draft resolution language ready for your attorney.
Medicare. We provide individual and group Medicare plans, including Medicare Advantage plans and Medicare supplements — and we round out coverage for our Medicare clients with dental, vision, and other protection.

Individual health. For those under age 65, we provide individual health plans both on-Marketplace and off-Marketplace.

We serve group health, individual health, and Medicare clients throughout the entire lower peninsula of Michigan — from Detroit to Grand Rapids to the Mackinac Bridge. Our employer specialty is the group most brokerages treat as too small to service well: under 50 employees, where renewals and compliance reward attention to detail over scale. But we work in the large group market as well — and often in its most overlooked corner: the large employer with a small covered segment. A school may need coverage for only 10–20 administrative employees while its 100-plus teachers are locked into their MESSA union contract. That's a large group employer with a small-group-sized problem, and we know the large group ACA mandates that come with it. And whether you're an employer comparing renewal options, an individual shopping the Marketplace, or turning 65 and sorting through Medicare for the first time, the model is the same: plain answers, real numbers, no fee for the conversation.
Michigan's hard cap law governs every public employer in the state, yet the guidance around it is scattered across a statute, a Treasury FAQ, and annual notices most clerks never see. We've been doing this analysis client by client since the law took effect in 2011, and we published the working answers: the current cap amounts, what counts toward them, the annual votes and their deadlines, and what happens when compliance slips. The library is maintained on the same verification standard as our client work, and each page shows its sources and its last-verified date.
